ENERGY MANAGEMENT SYSTEM (EnMS) GUIDEBOOK FOR LOCAL AUTHORITIES

This guidebook was produced in 2018 as part of the European Compete4SECAP project.

The purpose of the present guidebook is to demonstrate that quality management and certification schemes through EnMS for improving energy efficiency, renewable energy, integrated energy/climate planning and management can capitalise on synergies and scale in the public sector to benefit LAs and their stakeholders, in particular those related to the Covenant of Mayors for Climate and Energy (CoM) like Signatories, Supporters and Coordinators. The guide is aimed at any LA interested in implementing an EnMS, intending to steer them through a step-by-step approach to EnMS and illustrate all the steps necessary to:

  • know and understand the ISO 50001 methodology;
  • build a working group within the LA;
  • define the LA’s energy policy;
  • correctly share roles and responsibilities among LA staff;
  • motivate and incentivize politicians and technicians to contribute to the ISO 50001 approach;
  • have the necessary tools and knowledge to establish, implement and monitor an EnMS;
  • have the necessary expertise to achieve an ISO 50001 certification.
 

WEBINAR : INTRODUCING ENERGY MANAGEMENT IN MUNICIPALITIES: FROM THEORY TO PRACTICE - 14/05/2024

The scope of the workshop is to provide insights how to create an energy management system in a municipality (no matter the country and no matter the size of the municipality).

Topics covered include:

  • ISO 50001 standard and overall concept for a municipality
  • Scope and boundaries – what to do, where and how to start?
  • Energy planning – what is the status and what can we target?
  • Leadership – who will do what?
  • Implementation and operation – how we will do it practically?
  • Other aspects – what else municipality must consider?

Sustainable Energy and Climate Action Plans and Energy Management Systems: Implementation in Municipalities

  • Lorient, France (presentation made in Vienne 2023)

Lorient is a French town in the north-west of Brittany. With a population of over 57,000, Lorient has been committed to climate action since 2013, notably through the development of a Territorial Climate Air Energy Plan in conjunction with the Lorient Conurbation. As a logical extension of its climate action, the city of Lorient has committed to developing a SECAP through the European Compete4SECAP project, and will be introducing an energy management system in 2018.

  • Saldus, Latvia (presentation made in Vienne 2023)

The community of Saldus, located in Latvia, implemented an energy management system in 2018, which was certified in 2019. Its scope includes 110 municipal buildings, 3,000 public lightning and 170 municipal fleets.

  • City of Bydgoszcz in Poland (presentation made in Prague 2024)

The City of Bydgoszcz – a city with district rights in northern Poland, the seat of the provincial governor and his subordinate units, and the largest city in the Kujawsko-Pomorskie Voivodeship..

Since 2016, Bydgoszcz has had an Energy Management Team, whose main activity has been the creation of a comprehensive Energy Management Base.

  • Žďár nad Sázavou, Czech Republic (presentation made in Vienne 2023)

Žďár nad Sázavou is a town in the Highlands with approximately 20 thousand inhabitants. Žďár nad Sázavou has an energy manager, an energy action plan (SECAP) and is gradually implementing energy management. The largest energy consumption in the town is made up of heat supply from the local industrial company (central heat supply) and electricity supply. Natural gas consumption is marginal. The town of Žďár nad Sázavou is already preparing and selecting energy saving measures based on the SECAP, which aim at reduced consumption, costs and therefore reduced CO2 production.
